A review of Church of England marriage procedures, published in November, recommended scrapping the reading of banns and giving couples a wider choice of churches in which they might marry.
The report, called Just Cause or Impediment? also recommended that the state take over the legal aspects of marriage, leaving the church to carry out the pastoral and ceremonial sides. It also recommended that a priest be allowed to use a church of a different denomination within a parish for a wedding.
