Cutbacks to balance a budget and to address reduced revenue has been the modus operandi of the General Synod since early 1990&#039;s.  Incidentally, cutbacks happened in the programing department of the church.  For example, Partners in Mission is a mere shadow, to be generous, or a lost memory, to be realist, from its effective and relevant ministry around the world.  It all happened because of the cutbacks.  By doing so, we lost connection with the Anglicans all around the world.  National Church should enter into dialogue with major stakeholders (dioceses, parishes, lay and clerical leadership) to determine its relevance to local congregation and context.  Majority of Anglicans (including clerics) cannot explain the purpose of National Church.  National Church should also ask the constituency of their vision and expectation from it.  Only after finding the answers (harsh reality), National Church should develop strategic plan and cutbacks.  Failure to do so will result in cutbacks to programs and the preservation of the bureaucracy.  Time has come for us to come to the 21st century and shed ancient models of governance and preservation of select few.]]></description>
