The bishops successfully stopped the attempt to pervert the teaching of the church on the issue of marriage. That there are some who would carry on with their own designs anyway should be a concern that’s addressed as soon as possible.

There would be dioceses that weren’t in favour. You just can’t force it on the whole church.I feel the local option makes more sense.
