Unfortunately the governance working group has decided not to look at the possibility of the orders of clergy and laity being able, like the order of bishops, to make a joint statement to General Synod. This became an issue in 2019 when the majority of clergy and laity signed off on a joint statement but the officers of General Synod did not allow the statement to be made to Synod.
